Set #720002 Sand and Surf Riding Trails from Target in 2006 included the Grazing Foal and Playful Arabian, doll, chest, rake, shovel, bucket, play ball, jump, and play mat in vinyl bag. The color of this grazing foal may have slight differences from the Foals sets, but color and patter appear to be very similar.
Set #300142 Six Foals Mini Whinnies Set from 2008, included a Grazing Foal, 2 Prancing Foals, Romping Foal and 2 Sitting Foals. Not pictured in the catalog.
There is a similar, updated version of this model #300181 Surprise Series 2 - Blaze from 20016-2018 (see separate record). There are slight differences in color and pattern, and the white areas are unpainted plastic compared to the painted white areas of the Foals sets.
